日前TAITRA外貿協會表示，今年台灣國貿發展的重點將放在東南亞的新興國家，Taipei Times的原文說道：

The Taiwan External Trade Development Council (TAITRA, 外貿協會) said that to boost the nation’s external trade it plans to focus on emerging markets this year because they are the main drivers of the global economy. Southeast and South Asian nations will be given high priority, the government-backed trade body said in a statement. (由政府所支持的貿易組織—外貿協會—表示，為了增進台灣的外部貿易，今年外貿協會將計畫專注於興新市場，因為新興市場是世界經濟的主要推手，而東南亞國家將列優先合作之對象。)

該文表示，東南亞國家將成為優先合作目標，英文為give high priority。對於華文學生而言，priority此字的使用時常模糊不清；因為中文裡相對應的翻譯通常都一大串：例如給予優先權、列出優先順序、優先考量等等。當大概念被濃縮成一個priority時，往往理解容易，使用就常常出現問題。因此有必要將此字做一個使用上的統整。首先，我們從名詞開始，當priority單獨使用時，我們可以將主詞和priority畫上等號，其意義為優先考量：

Studying is a priority for students, and you should not be distracted as to other irrelevant matters. (學生的要務是讀書，你不應該因為其他不相干的事而分心。)

此處studying等於a priority，兩者用be動詞連接，重點就是主詞本身。再者，如果要和動詞合用變成片語時，我們可以使用give priority to (給予優先考量)：

This program gives priority to training for language, communication, organization, and logics. All these qualities are necessary for a successful manager. (此學程會優先訓練語言、溝通、組織、和邏輯，這些特質都是成功經理人的要素。)

此處的用法和文章中相同，由主詞將優先考量的點給予(give)出去，因此重點是後面的受詞，而非主詞了(重點是這些訓練的特質，而非學程)。其他類似的動詞片語有：take priority over / have priority over (給予優先考慮)：

Dealing inflation should take priority over deepening recession since it is the first step toward reviving economy to make things affordable to common households. (比起日益嚴重的經濟蕭條，通貨膨脹的問題應該要優先處理，因為要讓一般家庭可以消費得起，這是經濟復甦的第一步。)

此處的take priority over/ have priority over的重點跟前句不同，因為優先的還是主詞本身，而非受詞 (主詞為通貨膨脹，重點是要好好處理通膨，經濟蕭條次之)。因此如果主詞依然是重點的話，就要使用take priority over/have priority這個動詞片語，而非give priority to了。最後，我們也可以將priority動詞化，變成prioritize (給予優先權、列出先後順序)：

Taiwan should prioritize tourism rather than invest too much in heavy industry. (台灣應該要優先發展旅遊業，而不是對重工業投資太多的錢。)

To organize well, you have to prioritize the tasks assigned to you and manage to finish them according as they are significant or not. (要有良好的組織能力，你必須要拿捏交辦任務的輕重，然後根據重要性依序將事情一一完成。)

此處優先的重點就是受詞本身，如tourism和tasks。主動將這些情事列為重點要項的主動者就是主詞(Taiwan, you)。
